The VIII International Congress of CLAD on State and Public Administration Reform was held in Panama City, Panama, from October 28th to 31th , 2003, congregating to near 600 participants from Latin America and Europe. 67 panels were constituted presenting 300 documents. In addition, three plenary conferences were made.
