If I cannot organize a panel, can I send my paper in order that CLAD includes me in an accepted panel?
All panel proposals must be centered on a theme, respect to which the panel members as a whole will try to answer to a set of problems and questions. Due to this characteristic, it is very difficult or, in most of the cases, impossible, to include individual requests. In addition, most of the panel proposals have a maximum number of panel members (five). All these aspects have decided that CLAD does not accept individual papers to be included in panels.
Those participants who wish to present heir work, researches and/or experiences will have to make their own contacts in order to participate or to conform a panel proposal.
However, you can use the Reforme Bulletin (See "Referential Guide about informative space of the Bulletin") as an option to make known your interest to participate in a panel proposal.
I would like to present a panel proposal, could you indicate which are the themes to deal with in the Congress?
The thematic areas are the followings:
- Conceptual innovations and best practices to promote the quality and excellence in the public management
- Political-institutional strategies and reform to increase the capacity of government in democracy
- Formation of leadership and directive capacities for the institutional strengthening in the public area
- Public employment and professionalization of the public function for the promotion of the development
- The challenges of the electronic government to universalize the digital citizens
- Intergovernmental coordination of public politics and compensation of the territorial imbalances
- Management for Development Results (MfDR), How to advance in Iberoamerica?
Can I present a panel proposal on a different subject from the specified in the Congress call?
No, you cannot. All panel proposals will have to deal with some of the thematic areas indicated in the call.

I have a paper published some time ago. Can I present it to the Congress?
No. Papers must be unpublished.
My paper has several co-authors. Can I present it to the Congress?
Co-authored papers may be accepted exceptionally; however, CLAD will consider that the presentation will be made by the first author listed in the paper.
My paper has three pages. Is it a valid paper?
No. Papers should be at least ten pages long. The papers will only be only accepted if they rigorously fulfill the Norms contained in www.clad.org.ve/congreso/normas13i.html
I cannot fulfill the deadline. Can I have an extension?
No. The papers must be received by CLAD prior to August 1st.
After I have sent my paper to CLAD, if I would like to do some changes, can I send it again?
It is not possible to accept new versions of papers already sent. CLAD must fulfill deadlines established in order to reproduce the CDs containing the official papers of the Congress.

How many papers can I send as Open Document?
The Academic Committee will accept only one paper by author, which has to be unpublished and individual.
If my paper is accepted as Open Document, do I have to participate in the Congress?
The acceptance of an Open Document does not oblige your participation in the Congress. This modality was created for those people who wish to make known their researches, publishing them in the CD-Rom of the Congress. Nevertheless, we encourage you to participate in the Congress, taking into consideration that registration fee payment is one of the requirements to accept an Open Document.
After I have sent my paper to CLAD, if I would like to do some changes, can I send it again?
It is not possible to accept new versions of papers already sent. CLAD must fulfill deadlines established in order to reproduce the CDs containing the official papers of the Congress.
I cannot fulfill the deadline. Can I have an extension?
No. Open Documents must be received by CLAD prior to June 20.

Can I pay the Congress registration fee with a credit card?
Payments made with credit cards will only be accepted in the Congress venue, beginning November 3.
If you wish to benefit of a discount in the registration fee, you should make your payment before September 15 with a non endorsable check payable to CLAD in US$ drawn on a US Bank in New York (or in Euros) or money transfer CLAD's account No. 152-004327 of the JP Morgan Chase Bank, First Avenue and 44th Street, 1 United Nations Plaza, New York, N.Y. 10017 (or in Euros to CLAD's account No. 0049-0263-51-2711823683 of the Santander Central Hispano Bank, Atocha, 55, Madrid, Spain). The cost of the money transfer must be assumed by the participant, so CLAD receives the full amount of the registration rate
As civil servant, do I have a discount in the Congress registration fee?
Only persons who are members of CLAD's Association 2008, affiliated before September 1st, and undergraduate students have a 50% discount on the registration fee.
I am undergraduate student. How can I benefit from the discount of the Congress registration fee?
All students attending an undergraduate career will have to present a letter signed by the director of the school or the respective dean that shall accompany the Registration Form. If the student sends his Registration Form and pays up to September 15, the letter shall be faxed to CLAD: (58-212) 9918427. If registration is done at the Congress, the original letter shall be presented together with payment.
I am postgraduate student (specialization, master o doctorate.) Can I benefit with the undergraduate students registration fee?
No. The discount is applied only to undergraduate students.
I would like to participate in the Congress but I do not have the financial resources. Does CLAD offer financial assistance to participate in the Congress?
No, CLAD does not have financial assistance for the participants who wish to attend the Congress. All participants (coordinator, panel member and independent participant) will have to cover the travel and lodging expenses as well as the Congress registration fee.
I will attend the Congress with my companion. Is there a special registration fee to the Congress for companions?
There is no special fee for companions. All participants to the Congress will have to pay the registration fee to the Congress.
If I already paid the Congress registration fee, but I cannot attend, does CLAD refund the registration fee?
Under no circumstance will the registration fee be reimbursed.
Is there a quota limit to register to the Congress?
There is no quota limit to register to the Congress. The Congress is open for all the people who are interested in participating.

Can you recommend some hotels in Buenos Aires?
Panamericano Buenos Aires Hotel & Resort has a privilege location, on Avenue 9 of Julio, near of the Obelisk and in front of the Theater Colon, in the center of the cultural, commercial and financial scene of Buenos Aires.
A significant discount in the price of the rooms has been agreed with the hotel. The number of rooms reserved for the Congress with special rate is limited, therefore, it is advised to make the reservations at the earliest possible time.

Are there tourist activities for companions?
CLAD does not have special activities for companions.
Do I need visa to travel to Argentina?
All participants to the congress should ask in the Argentinan's Consulate of the origin country if they require visa, as well as other requirements to enter Argentina. The visa solicitation has to be made by each participant.
Should I be vaccinated against the yellow fever?
It is recommendable to take the necessary precautions, because some countries are requesting the vaccine. You must be advised that the International Certificate of Vaccination or Prophylaxis against yellow fever is valid 10 days after you have been vaccinated and for a subsequent period of 10 years.
